George Holding

George Edward Bell Holding is an American politician who is the United States Representative for North Carolina’s 2nd congressional district. The youngest of five children, Holding grew up in Raleigh. In 1998, Holding left the practice of law to serve as legislative counsel to U.S. Senator Jesse Helms in Washington. Holding joined the U.S. 

Attorney’s office for the Eastern District of North Carolina in 2002, working under Frank DeArmon Whitney. In September 2006, Holding was confirmed by the U.S. Senate as Whitney’s replacement. Holding prosecuted a state judge, a state Senator, a state Representative, and several sheriffs for political corruption. After Barack Obama won the presidency, Holding was asked to remain in office to complete ongoing public corruption investigations. 

After his resignation as U.S. Attorney in 2011, Holding announced his candidacy for Congress in North Carolina’s 13th congressional district. Holding won the Republican primary in May. He defeated former Raleigh Mayor Paul Coble. Ellmers made much of the fact that Holding didn’t live in the district. 

Holding took office in the 113th Congress on January 3, 2013. George and Lucy Holding have four children – three daughters and one son – and are members of Christ Baptist Church in Raleigh.

NC DPS: Death Penalty

The prison system houses male death row inmates at Central Prison and female death row inmates at the North Carolina Correctional Institution for Women. Inmates on death row spend nearly all their time in either their cells or the adjacent dayroom. Death row inmates may be assigned incentive wage jobs in the canteen or clothes house, or may work as barbers or janitors within their housing areas. Two days a week, officers escort death row inmates in groups from each cellblock pod to outdoor exercise areas, weather permitting, where the inmates can play basketball, walk or jog. Officers also escort the death row inmates by cellblock to the dining halls for each meal. 

Death row inmates may receive one visit a week with a maximum of two visitors. If a death row inmate violates prison regulations, he may be placed in a segregation cellblock outside of the death row area. He must eat his meals in his cell and is separated from other death row inmates for his daily hour of exercise and shower. Conditions are similar for female inmates on death row. The inmate moves all personal belongings from the death row cell to one of the four cells in the death watch area. 

An inmate on death watch is not allowed contact with other inmates. The inmate remains in the death watch area until receiving a stay or until escorted to the execution chamber.
